City of Phoenix Assessment

Background

The City of Phoenix proposes to include additional funding for Phoenix-area hospitals with high uncompensated care costs and coverage opportunities through a locally-imposed provider assessment on certain hospitals. On December 11, 2012, the City of Phoenix adopted a 6% assessment on net in-patient hospital revenues at designated acute care hospitals. The proceeds of the assessment will be transferred to AHCCCS to draw down additional federal matching funds.

AHCCCS submitted the Waiver request to CMS for review and approval on January 29, 2013 following the close of the public comment period. No further action can be taken until AHCCCS receives CMS approval. Below is a link to the Waiver request pending before CMS.

Public Input Process

A 30 day period was provided for the public to submit written comments on the DRAFT Waiver request from December 20, 2012 to January 25, 2013. AHCCCS reviewed all public comments timely received, which is included in the link below following the link to the DRAFT proposal.
