Arizona Medical Information Exchange (AMIE) - January 2009 Project Summary

AHCCCS, Arizona's single Medicaid agency, was awarded a Medicaid Transformation Grant on January 25, 2007 to develop and implement an electronic web based health information exchange (HIE) to give all Medicaid providers instant access to patients' health information at the point of care. The Federal funds are being used to support the planning, design, development, testing, implementation, and evaluation of Arizona's first functional Health Information Exchange (HIE), the Arizona Medical Information Exchange (AMIE).

The Arizona Medical Information Exchange (AMIE) Proof of Concept was launched on September 29, 2008. Although AMIE continues to operate, the Proof of Concept ended on December 29, 2008. An in-depth evaluation and findings report of all aspects will guide the next steps. The AMIE Proof of Concept enabled 39 AMIE certified and credentialed AHCCCS registered clinicians to identify patients, locate their relevant medical information, and view individual patient records. AHCCCS will not collect or store the clinical data; the HIE will simply provide the means to locate and view information available from the health care facilities participating in the "proof of concept."

The "proof of concept" included:

  • Hospital Discharge Summaries
    (from Maricopa Integrated Health Systems, St.  Joseph's Hospital and Medical Center, and selected Banner Health facilities) 
  • Laboratory Test Results
    (from Sonora Quest Laboratories)
  • Medication History
    (from Managed Care Pharmacy Consultants)

These "starter" record types were identified by clinicians as being of the highest value with respect to records that could be made available through the HIE. Although the sites and users will be limited during the "proof of concept," AHCCCS is committed to maximizing the medical information available to those providers using the HIE at the selected emergency and ambulatory sites to aid in treating patients.

Due to the interest from the participating clinicians, and the value already being realized through the initial launch of AMIE, additional clinicians are being added as users and the expansion of data sources available through AMIE is being explored.

Starting February 1, 2009, the AMIE Behavioral Health Expansion will begin. AHCCCS, working with the Division of Behavioral Health Services (DBHS) from the Arizona Department of Health Services (ADHS), and the Regional Behavioral Health Authorities (RBHAs), will add behavioral health medication information to the AMIE medication histories, and approximately 50 behavioral health care providers to access the information available through AMIE using the AMIE web-based Viewer.
