Subject: Manual Processing When a Resource Determination Required for ALTCS Acute

Implementation Date: February 1, 2006

Manual Sections 702.00 and 707.00 state that resources shall be deemed to a customer from a parent or spouse when:

• A minor customer child lives at home, is otherwise eligible but the parents refuse HCBS services;
• A customer and spouse live together at home and the customer refuses HCBS services; or
• The customer and spouse live together in an alternative residential facility in which ALTCS services cannot be provided.

ACE is not currently programmed to perform the deeming function in these circumstances. When one of these situations occurs, submit a Policy Clarification Request (PCR) to the Program Support Administration (PSA) with proof of the customer and family member's resources. PSA will perform the determination and initiate appropriate action.
