Eligibility Policy Manual

Transmittal #19

Subject: Annual Update: SUA, Private Pay Rates

Implementation Date: October 1, 2005

MS 1204.00.E, SOC Standards, has been updated to reflect the annual increase in the Standard Utility Allowance (SUA). The SUA is used in the computation of the Excess Shelter Allowance for the Community Spouse Monthly Income Allowance (CSMIA). The amount is increased from $264.00 to $283.00 effective October 1, 2005.

MS 907.02, Private Pay Rates, has been updated to reflect the increase in the Private Pay Rates, also effective October 1, 2005.

  • For Maricopa, Pima and Pinal Counties the new Private Pay Rate will be $4,507.06.
  • For the balance of the state the new Private Pay Rate will be $4,189.44.

The private pay rates are used in the eligibility determination process when calculating the period of ineligibility resulting from a transfer of resources for less than fair market value and when determining whether person can establish an Income-only Trust.

If income exceeds the private pay rate, the person cannot use an income only trust to establish eligibility unless an undue hardship is determined to exist.

The Eligibility Standards Desk Aid is being updated to reflect the increases in both the Private Pay Rate and Standard Utility Allowance. The desk aid is issued as a reference and should be placed where it is easily available.
