State Medical Advisory Committee (SMAC)

What is the SMAC's purpose?

The SMAC participates in the consideration of AHCCCS policy and programs by reviewing policy and administrative issues and advising the Director of AHCCCS.

Under what authority does the SMAC meet?

The SMAC operates in accordance with 42 CFR 431.12 (Code of Federal Regulations) and the State Medicaid Plan. The Bylaws for the AHCCCS SMAC were created in September 1992.

SMAC Bylaws (PDF, 36 Kb)

Who is on the SMAC?

The 15-member committee is composed of six members of the public, six health care providers or professionals, and three ex-officio members (the AHCCCS, DHS, DES Directors or their designees). Members are appointed for two-year terms. Appointments are made on a staggered basis with half the public and professional/provider members completing their terms annually.

AHCCCS tries to maintain a balance in SMAC membership by ensuring that acute care, ALTCS, and behavioral health program concerns are represented. The agency also tries to maintain a balance among the six public members of AHCCCS recipients and advocates and among the six health care provider/professionals of physicians, facility administrators and other providers.

Ex-Officio Members:

  • Anthony D. Rodgers, Director, AHCCCS Administration
  • Jeannie Harmon, DES/AHCCCS Liaison, AZ Dept. of Economic Security
  • Dr. Sundin Applegate, Medical Director, Public Health Prevention Services, AZ Dept. of Health Services
